A Spartanburg mother was arrested and charged with three counts of child neglect, and her children taken from her. Duke-Energy says they cut off her power on Monday and the home had no heat on Tuesday when police arrived. There are no reports about efforts to ge the family help, no referral to the Red Cross and it is not known if Duke-Energy offered to "Share the Warmth".
